審計局突出五大重心開展審計工作

2014年，審計局以黨的十八大、十八屆三中全會精神爲引領，認真學習貫徹落實旗委十四屆八次全委會議暨全旗經濟和全市審計工作會議精神，緊緊圍繞旗委、政府中心工作，突出“預算執行審計、經濟責任審計、專項資金審計、政府投資審計、審計機關形象”五大主題，全面履行審計監督職責，充分發揮審

計在保障經濟社會健康運行中的“免疫功能”和“公共財政衛士”的作用，爲開創綠色烏審改革發展新局面作出新的貢獻。

一是深化政府財政審計工作，構建財政審計大格局。認真梳理2014年本級財政資金的增長方式和支出結構，以全部政府性資金爲主線，以構建財政審計一體化爲思路，緊緊圍繞財政“重點、熱點、難點”問題，把今年急待解決、政府關心、人大關注的問題作爲審計重點，把“三公經費”作爲審計的重要內容，以多種審計形式相結合的方式，豐富財政審計的廣度和深度。

二是深化領導幹部經濟責任審計工作，不斷加強幹部權力運行監督。以推動建立健全問責機制，引導領導幹部樹立科學發展觀和正確的政績觀，促進領導幹部守法、守紀、守規、盡責爲目標，以“權力”和“責任”爲主線，首先重點關注領導幹部任職期間重大經濟決策及執行效果、貫徹執行落實中央“八項規定”、執行財經法規、內部控制制度、國有資產資源管理和相關目標責任制落實情況、個人遵守廉政紀律等情況進行審計。其次理清責任界限，注重“權責對等”。堅持科學規範，實事求是的原則，把握責任界定的標準。再是深化結果運用。加強對經濟責任審計中發現的普遍性、傾向性問題的綜合分析研究，爲領導幹部監督管理工作提供支持，爲組織部門全面考察、正確使用幹部提供依據。

三是深化專項資金審計工作，強化“以民爲本”的服務意識。關注政府在保障和改善民生方面的投入力度，深化對關係經濟社會發展、涉及人民羣衆切身利益的環境、科技、醫療、教育、社會保障等公共領域專項資金的審計和審計調查。圍繞專項資金的計劃、管理、分配、使用等環節展開審計，揭露嚴重損失浪費或效益低下等問題，分析有關問題產生的原因及其可能產生的後果，從促進制度完善、促進政策執行到位的角度提出建設性建議。

四是深化政府投資項目審計工作，繼續探索創新工作方法及程序。加強對政府投資項目的審計，實現對重大項目建設過程中的決策、規劃、設計、招標、施工、監理等環節的全覆蓋、全跟蹤，把事前預防、事中控制和事後監督有機結合起來，及時發現問題，及時堵塞漏洞，減少損失浪費。通過完善政府投資審計工作，提高政府投資項目審計質量和審計效率，力求最大限度的節約投資建設成本，提高財政資金的使用效益。

五是深化嚴肅紀律，提升審計機關形象。按照“文明、熱情、廉潔、嚴謹、團結、高效”的標準，嚴格執行各項規章制度，嚴肅工作紀律。構建上下左右，縱橫交錯的廉政監督體系，有效擴大廉政監督面，確保審計人員正確對待和依法行使職權，做到依法審計、文明審計、廉潔審計、和諧審計，始終維護審計機關的良好形象。

第五篇：審計工作經驗交流

抓管理 重創新 求實效

認真開展績效審計工作

**年是全省“績效審計普及年”。我局在上級審計機關的正確指導下，進一步增強績效審計理念，理清工作思路，注重管理，勇於創新，紮實推進績效審計工作。**年完成績效審計項目**個，其中獨立型**個，結合型19個，元素型11個。共查出違規改變資金用途1529萬元

、揭露損失浪費192萬元、虛報冒領*萬元、滯留閒置**萬元；工程投資項目審計爲政府節約資金1.4億多元。我局編寫的《市**年度新型農村合作醫療資金績效審計案例》在全省績效審計典型案例評比中獲三等獎，有2篇績效審計文書分別被市局評爲優秀績效審計報告和優秀績效審計分析報告。我們的主要做法是：

一、 打基礎，不斷推進績效審計管理的科學化

績效審計是一項系統工程，目前剛剛起步，各方面的基礎還很薄弱，因而我局首先立足於績效審計的各項基礎管理工作。

一是建立組織保障。我局於**年初成立了以一把手爲組長的績效審計工作領導小組、以分管副局長爲組長的績效審計攻關小組。領導小組定期召開會議部署績效審計工作，攻關小組對典型績效審計項目採取“審前評議實施方案、審中督查優化方案、審後研究成果轉化”的方式，從組織保障上加強對績效審計工作的領導和指導。

二是強化人員培訓。主要採取了“同行交流、專題講座、網絡共享”等相結合的人員培訓方式。近兩年來組織審計人員利用冬訓時間赴常熟等地學習績效審計好的做法和經驗，在局內開展了“兵教兵式”的績效審計項目點評和交流，聘請有關專家上門開展績效審計輔導講座，等等。我們還在局域網上專門設立了績效審計資料共享平臺，爲每位審計人員訂閱了《績效審計實務》、《市縣績效審計》等書籍供大家學習借鑑。一年來我局同志撰寫了11篇績效審計論文，其中2篇被編入揚州市績效審計首屆青年論壇論文集，並先後在《中國審計報》和《審計月刊》上發表。

三是整合人力資源。一方面，在外部人力資源的配備上，我局蒐集了本市農業、社保、工程、環境、計算機等專業人才的信息，建立了績效審計外部專家庫，根據項目需求適時選擇聘用；另一方面，在典型績效審計項目的人員配備上，採取新老搭配、優勢互補、強強聯合的方式，搭建溝通協調能力強、開拓創新能力強、綜合分析能力強、計算機應用能力強的“四強組合”型審計組，優先保證典型績效項目的實施。四是制定考覈機制。年初將績效審計任務全部分解到各科室，按照《績效審計工作考覈辦法》，層層簽訂目標責任狀，並將考覈結果與分管領導和各科科長目標責任直接掛鉤，確保績效審計工作成效。

二、 重創新，有效促進績效審計實施的多樣化

績效審計沒有現成的經驗可供參考，我局立足實際，不斷創新，主要在五個方面作了探索。

一是審計項目“精挑選”。我局分別以信函方式向四套班子領導和人大、政協代表，以郵件方式向各鎮、各部門，以報紙、網站公告方式向社會公衆徵集績效項目計劃。同時，抓住財政資金這個龍頭、政府爲民辦實事這個重點，廣泛開展調研，通過“二上二下”對初選項目進行可行性研究，使績效審計立項能夠圍繞中心、貼近民生。**年我局確定開展的新農合和民政資金兩個典型績效審計項目，均取得良好效果。

二是審計類型“巧結合”。採取多種審計類型相結合的“二合一”甚至“多合一”的“一攬子”績效審計模式，使得各類型的審計結果互相支撐、互爲應用，部門預算執行、財政收支、經濟責任審計爲績效審計提供了合規合法性的審查基礎，而績效審計的結果，又使經濟責任的界定和評價更加全面、更加客觀。

三是審計思路“重擴展”。實踐中，我們注重將審計視角從賬本向業務資料、管理過程擴展；審計分析從簡單的時段比對向跨部門的多維比對擴展；審計評價從合規合法評價向綜合績效評價擴展；審計結果從列示問題向分析原因後果、提出建設性意見擴展。如民政資金績效審計，關注部門之間信息不共享的漏洞，將民政供養對象的人員信息與公安部門的戶籍數據進行分析覈對，查出了已死亡的民政供養對象領取民政資金100多萬元的事實；通過將醫療救助人員信息與新農合、城鎮職工、城鎮居民醫保人員信息的對比分析，發現超標準、超範圍發放醫療救助金200多萬元的問題。

四是審計方法“活運用”。績效審計中大量運用了審閱、比較等一般審計方法，還根據各項目的特點使用了e-r模型（實體關係模型）及流程圖法、專家評議法、機會成本測算等方法。如新農合績效審計，特邀兩名具有臨牀執業資格的醫生，專門分析病例資料中用藥結構的合理性及藥量的恰當性，發現少數定點醫院部分藥品賬實不符，以目錄內用藥調劑使用目錄外藥品，造成新農合資金損失的行爲。通過分析構建門診補償的e-r模型，將審計思路迅速轉化爲流程圖，僅抽查的3個鎮就發現審計疑點24條，經逐一查

證，發現3個鎮有7人多填多報獲得補償9000多元的問題。

五是評價標準“廣收集”。由於績效審計評價標準的不確定性，在審計實踐中，我們除了以法律法規、部門和行業規章制度等政策評價標準爲依據外，同時將地方政府的統計指標、財政指標等經濟數據作爲基本評價指標。另外，還根據項目的特點採取量身定製、專題設計評價標準的方式。如民政資

金績效審計，通過自行設計 “平均每萬人接受救助人次數”的指標，並對比各鎮在該指標上的差異，揭示了部分鎮由於政策宣傳不到位影響資金社會效益的問題。
