thesis: government officials should post their financial information to the public

do you know “wristwatches brother” and “smile director”? yes! it’s named by netizens. because there were many pictures of him wearing at least 11 expensive wristwatches, and later he said that he had bought the watches with his salary. his real name is yang dacai, a former senior work safety official in shaanxi province. on sept 1st, liu yanfeng, a student at china three gorges university in yichang, hubei province, filed an application with the shaanxi provincial department of finance and the shaanxi provincial administration for work safety, asking for yang dacai's annual salary information. on sept 21st,both departments declined to provide the information.

do you think it is legal for the two departments to reject liu’s application?

i don’t think so. and, government officials should post their financial information voluntarily.

argument 1#, according to chinese government information publicity regulations, government officials should disclose their financial information. the regulations stipulate that all the government information, which relate to the immediate interest of citizen, corporation or other organization and need to make the public know and participate, should be disclosed. but why liu’s application is rejected? because the authorities said that such a disclosure was "beyond the scope of voluntary information disclosure." i don’t think so. all the state agency and state functionaries must depend on the support of citizens and should keep good relationship with them. they need to listen to the suggestions and receive the supervision from people so as to serve the people better. now their financial information disclosure is the officials’ obligation but not right. on the other hand, government officials are paid by the citizens; their salaries are a matter of public interest. so i think the government public information should include the official’s financial information.

argument 2#, citizens’ rights of knowing and overseeing government affairs should be use we are socialist country, people’s right to know and right to supervise are part of socialist democracy. if the public know the truth of the government affairs, they can know what should do and what can do with reasonable judgment and behavior. furthermore, it is hollow to talk of supervision without basic fact and truth.

argument 3#, achievements have been obtained abroad by disclosing government officials’ financial information. government officials’ assets publicity system is named “sunshine law” or “terminal anti-corruption” abroad. at present, there are nearly one hundred countries and districts having legislated officials’ assets publicity system. since 1993, japan has executed congressman assets publicity law. the assets include real estate, savings, even golf membership card. in 1993, korean congress passed official assets publicity system. it stipulates that the officials must declare their assets in a given time, even their spouse’s and children’s. and now, assets publicity has become the daily routine of korean officials.

argument 4#, disclosing the government officials’ financial information will result in many positive effects, such as tackling corruption, building up the social credit system, and establishing a harmonious society. mr medvedev, the russian president, said, corruption is one of the most sharp-pointed and most actual problems. it used to be. the future is also. anti-corruption must begin with official’s assets publication. it can satisfy the public and maintain the solemnity of the law.

so, i hope our government could publish government officials’ assets publicity system and anti-corruption law immediately. furthermore, i hope our government officials could make their financial information public voluntarily. thanks for your attention!

last week i went to peking university and tsinghua university where i was invited to deliver lectures on “learning english with passion”. i found out that all those students have something in common; they all have determinations to learn english well . that's thevery reason why i gave lectures at more than ten most prestigious universities with an attempt to help students who want to conquer english within the shortest time.

that’s true, having a good command of english is vitally significant and profound. here i would like to give all my friends and students some advice for the future learning in terms of the experience i got from being a teacher for many language training schools and being interpreter for government as well as embassies. being an interpreter is by no means easy, which needs to have a good command of listening, understanding or decoding and speaking. as soon as i hear the original voice from the speaker, meanwhile, i will decode or understand it by dividing the content of the voice into different segments, and use my short-term memory and if possible ,note-taking, to deliver the interpretation in the process of consecutive or simultaneous cases. now , i would like to tell you how to speak good english.

3-d methods (dialogue, discussion and debate) to improve your eloquence

dialogue

having authentic and polished oral english is every learner’s dream, however, many of my students who spent a lot of years, money and efforts to speak this language well but failed to be able to communicate and speak out, the reason to which might be mainly confidence and methods. i notice that many students do well in speaking when conducting a prepared speech or presentation in class. but speaking english fluently is not just about making presentations and giving speeches. it is about expressing your ideas and insight on the most mundane of things around you. i still remember when i first landed on the soil of beijing 5 years ago; i could not communicate with my friends and even felt uneasy when going out with them because i did not have the confidence to start a conversation with my mandarin. it’s the same to the english learners who have no courage to start a topic and face an awkward silence after the initial greeting was given because they don't know what to talk about and are not confident of putting something across correctly, thus the conversation comes to end.

the ability to make dialogues is very important in social communication. topics for casual conversation could include the weather, education, music, current affairs; hobbies, travel, etc. do not always ask foreigner “what is your name and how is your job” when you want to find one to practice your english with. before going to english corner, please read up on your area of interest and try framing sentences expressing your opinions. talk about it with someone close to you or someone’s english level is higher than yours, so you can check for your language accuracy and ’d better to grasp regularly used ways of small talk, and you will be able to initiate speaking more confidently. if you can break this barrier and speak out with passion and confidence, you can take your first step into the realm of english speaking and become a public speaker in the future.

discussion and debate

i always enlighten my students that your language ability and academic achievements are very imperative and important, but the most important of all, it’s your eloquence to communicate in the personal relationships. elite may not have eloquence, but an eloquent person must be an elite. so the best way to drill your speaking abilities is to discuss and debate. when i was a junior, i always raised discussions with my classmate in my dorm, questions like “environmental protection, cohabitation, 2014 olympics, postgraduate exams and so on. after everyone aired his opinions, then we conducted debate to argue, to express ideas to convince the other. and i gradually build up on my own repertoire of conversational topics and start using them whenever i get a chance; subsequently i have good command of english, and won a lot of awards in english speech contest and debate. hence, it’s also effective for you, my beloved friends or students, to have a try to use your language to discuss and debate.

other methods

many students do want to improve their english by all means. it’s self-evident that all of us like taking down notes when we are listening to the lectures given by teachers at school. but it’s not a correct way to speak good language. can you learn swimming by standing at the edge of the pool and taking down the words spoken by the coach? you have to take the plunge, right? i seldom took notes when i was given lessons, but i would memorize them with my mouth, my mind and my ears. there is just one case i will take notes when i am doing my job as an interpreter for the beijing municipal government and embassy. i still remember when i was interpreting for the ambassador from the philippines, at which moment she was delivering the speech about 10 minutes at the great wall international conference. hadn’t i taken the notice from the speaker, i don’t think i would have interpreted for her and won the applause from the officials. it is the same with language. unless you use the language everyday, you will never know how good you are at it. ask your friends who are good at english to help. try to speak it as much as possible, and let them interrupt you whenever you make mistakes and ask them to correct you. do not feel embarrassed to make mistakes, for that is the only way you will learn. enjoy losing face and enjoy making mistakes because that is the way how the process of acquiring fluency a language occurs. everyone may have made a lot of mistakes before getting a good grasp of mother tongue. the only difference now is that you are conscious of the mistakes. so ,do not be afraid of making mistakes.

attitude that counts the most

if you do want to learn something well, you are supposed to have confidence and passion. i love playing piano , basketball and learning as well as being a teacher, to which i devote my whole interest , confidence and passion no matter how many mistakes i will encounter, how helpless , how hopeless and how far away for me to reach my final goal. i will never stop fighting for the betterment and improvement of myself and to be an all-grounded person equipped with knowledge and clear mindset. and that is why i hope all of you can be confident and passionate for what you have done and what you will be doing.

finally, i want to say to my students and english lovers. try to be confident and passionate in the journey of study and life, all you need is a will to learn and the initiative to begin. that done, it is simply a matter of time and effort!

詩歌與胃

--在臺灣國立政治大學"詩歌與文學座談會"上的演講

動機:

當初向安彙報演講題目時,本想命題爲"詩歌與未來",但想到每位訪臺的詩人所談論的都將暗含這一主題,我就轉喻(偏移)一下"詩歌與胃",一篇演講稿。確實,我對這個黑暗的容器--器官感興趣,這可能跟我年輕時得過胃病有關,那時的慘狀是疼得在牀上打滾,蹲在地上半天都站不起來。後來也說不清楚是怎麼回事兒,胃病在我30歲後消失,基本不再來打擾、折磨我。

我們大多是在有病的時候才關心自己的身體,之前,我們可能根本就不在乎胃的工作,視它爲不存在,只有當它(胃)痛苦地叫你的時候,哦--我們這才發現、注意到胃的存在,而且不僅存在,它還關乎我們的健康和未來。中醫也把胃氣視爲人的各種氣質、氣勢、精神的表徵,金·李杲提出"人以胃氣爲本"(《脾胃論·飲食勞倦所傷始爲熱中論》),就是強調胃氣在人的生命活動中的重要作用。

在動筆寫這篇演講提綱的前十幾天,很不幸,我的母親剛做了十二脂腸腫瘤切除手術。在手術後的康復治療中,我看見母親的痛苦、遭罪也來自胃。更殘酷的是,我看到插在母親鼻孔裏的一條胃管,它不是爲了從鼻孔輸入流食,而是爲了引流出胃液和膽汁。胃管引流(反流)出的膽汁是綠色的,更是苦澀的、難言的滋味。這是一個怪誕的圖像,我所看到的插胃管的病人,都似痛苦的大象,喘息着,在虛弱的泥潭中呻吟、掙扎。其實手術時感覺不到痛(麻藥失效後纔會有痛感),但插胃管卻是在你完全清醒的情況下…後來,我終於看到母親拔掉了胃管,我備感壓抑的心臟才恢復正常的跳動。我真希望我沒有寫"詩歌與胃",幹嗎要講到胃呢,幹嗎就這麼巧合,讓我看到母親受這樣大的罪呢!這個黑暗的胃爲我的演講提供的是不祥的或暗淡的前景,這是我不曾預料到的,也不是我所希望的。今天我站在這裏演講,而我母親還躺在醫院的病牀上,我希望我回去的時候,她老人家已經康復了。

主旨:

其實,我本想談談詩歌與消耗,或詩歌與消化能力。進入新世紀以來,在與泥沙俱下的90年代詩歌告別後,我曾經思考過這方面的問題。

先說詩歌與消耗:一首詩邀請你來消耗,首先要消耗你的注意力,你的激情、才華;一首詩通過消耗你來充盈它自己,這是對寫作者而言。一首詩也通過被消耗而得到讀者的補充、修正,再運轉到批評、理解(誤讀)、接受的軌道。詩人作爲被消耗者,爲一首詩注入能量。這種能量也將在閱讀中被消耗,又被讀者補充。每一首詩裏都有詩人的胃液和膽汁加入這黑暗隱祕的工作,請原諒我又想起膽汁的顏色。

想想,魚是怎樣消耗大海的?這樣你就理解了詩人的工作性質。大海不就是更大的胃嗎,它的蔚藍與胃液、膽汁的顏色多麼相似啊!昨日,我們去看朱銘雕塑公園,在基隆港附近,我又看到太平洋,那一波一波的海浪也如地球的胃液和膽汁在涌動,讓人感慨,心潮難平。在這裏,我不得不比喻--胃就是我們身體內部幽暗的大海,痛苦的波浪一旦喚醒你,你就再也不會睡得安穩(這似乎也是詩人多失眠、夜貓子生活習性的一個佐證)。你時時刻刻被胃(未來)召喚着,被詩歌消耗着,你的體力,你的精液,你的高燒,你的半夜錯亂、夢囈和直覺,你的肌肉、脂肪、水分和燃料--你渴望被詩歌消耗,也包括被閱讀消耗,凡創造性的工作都屬於高消耗。最終,你的一生被詩歌消耗,你感到這還不夠,你希望一首詩乘以閱讀它的人數、時間、地點、國度,你把自己交付給未知的命運,(推薦打開範文網)你用詩歌抵禦死亡(這是你作爲詩人的責任),加入到偉大的前輩詩人中,如果有可能,你也是在創造前輩詩人,用你的胃液融合過去與未來。

談到現代詩歌的胃,我們自然會想到波德萊爾。現當代詩歌也需要像波德萊爾那樣的胃,消化城市、消化醜惡。現代城市也需要以繪畫的方式、音樂的方式來消化它,更主要的是以人的居住和生活來消化水泥、石頭、磚混結構的城市。有消耗就有吸收,維持我們體內的平衡,否則我們就會面臨衰竭。詩歌最主要的行爲也是居住--在冷漠的現實和人心的建築中,這也是荷爾德林意義上的棲居。

胃不能消化的也就如結石,成爲肌體內痛苦的鑽石--也是突發性事件的導火索。當我們反觀自身,我說鑽石是人生慾望的痛苦結晶,也是形而下的不滿足的,而且在泌尿系統的三處狹窄中很難被排出。這個慾望的不滿只能用積攢的痛苦填平,直至發作,在狹窄和阻塞中--生不如死。或者是杜冷丁式的救贖,求助於麻醉、緩解的藝術;或者如膽摘除,成爲空虛的自我防禦系統和對它的懷念與擔憂,演講稿《一篇演講稿》。 是的,從某種意義上說,我們肌體內的痛苦不少於人間的痛苦。詩歌內部的痛苦不小於詩歌外部的痛苦。而承受、放大、收縮,這正是胃自然的功能,也是從遙遠的、晦暗的過去向未來閃爍不停的星星。

當然詩之胃也是疲憊的,它渴望新鮮的、陌生的語詞的刺激,辛辣、諷喻的刺激,尤其在這個反諷的年代,太容易審美疲勞了。

其實,我們希望的是,中國詩歌有一個強大的野蠻的胃,能夠消化一切的胃。敬文東在《失敗的偶像》之"腸胃的精神分析"中說:"魯迅在許多文字中都曾經暗示道:我們必須要有一副野獸一樣的好腸胃。拿來主義需要一副野蠻的胃口。從工具論的意義上說,拿來主義拿來的就是野蠻的腸胃。"

這個"野蠻的胃"不僅能夠消化路易斯·辛普森在《美國詩歌》中所說的"橡皮、煤、鈾、月亮、詩"。也能消化所有的中國特色,所有的藉口,鴉片、文革、李白、杜甫、礦難、玉樹和汶川。我以爲,辛普森詩中所說的"橡皮、煤、鈾"代表着現實利益和利害種種,它既是詩人反胃的對象,又是詩人必須消化的原材料;"月亮"則代表偉大、柔和或陰冷的傳統,已經形成或正在形成的世界觀,它能萌發既處於當下又如隔世的感受,它更是一種標準(已經失效或未失效)和關照。這裏,我認爲最應該加以注意的是"詩"--消化詩。是的,只有詩歌能夠消化詩歌,只有詩人才能產生詩人(哈羅德·布羅姆的觀念)。在消化詩這一項上,很重要的又是消化譯詩,自新詩誕生以來這一影響是顯著的,這一百年間很難找到一位不讀譯詩的優秀詩人(其他的間接影響更多)。同時也消化我們本國的古典詩詞和文化,這些是我們早就意識到的,但做得還不夠,或者說成績還不夠彰顯。

所以說中國詩歌的胃裏有兩大重要原料(也同時是消化液和消化模式),一個是本土的古典詩歌、詩學,一個是外來的譯詩(詩觀),它們當然要打架--自胡適以來--一直在折騰中國詩歌的胃。它們當然也要抱緊中國詩歌的胃,並不得不這樣撕扯着相處,除非胃的機能全部改造,但這有可能嗎?

退一步似乎又是海闊天空的,漢語所能表達的、包括譯介的都是中國詩歌(或在漢語中能夠成立的詩歌),這樣我們就可以在更廣大的空間和時間段上共處。

我們再看看針對中國詩歌消化傾向和消化能力方面的問題:一方面被要求不要挑食,消化泥沙俱下的時代生活。這是一些懷有詩歌抱負或野心的人,他們認爲詩能消化一切。

另一方面則要求保護詩歌的胃,嚴格挑剔入胃的食物(認真如素食主義,高貴如"不食周黍"的伯夷、叔齊)。雖然從詩學角度,他們認爲什麼都可以入詩,但不見得什麼都能夠得到最佳的表達,所以他們的詩學命題是:少就是多。

如果細分一下詩人們的胃口,我們就可以得知哪些是食草動物,哪些是食肉動物,哪些是雜食動物。

如果再對位一下:食草動物--"多識於鳥獸草木之名"或偏愛山水、田園詩,守着孔子詩學的最低本分。

食肉動物--喜愛處理生猛的現實題材。

雜食動物--以上兩者兼而有之,大詩人應該從這裏產生。

也可以說多數詩人都希望自己是食肉動物,或願意被看作是以食肉爲主的動物(偶爾拈花惹草),哪怕青草對他的胃口來說更適合一些。

現在,也有人要求詩人面向底層,消化草根的,似乎更有道德、更具使命感,其實乃一廂情願(我想,我是不會站在道德或文化的高位上審視他人的不幸和痛苦的。我可以與他們交談,一起抽根菸,但我不會隨意就做他們生活現狀和訴求的代言人)。在題材上三六九等的劃分無聊至極,但這一說法卻一直比較時興,所以也不絕於耳。這樣巨大的社會訴求有時也會讓詩人厭煩,心跳加速。

結束語:

理想化的文學的胃,當然是魯迅先生的"孺子牛"式的自我勉勵的經濟學(與梭羅給田野押上韻角有得一比)--吃的是草,擠出的卻是奶--低成本、高回報的奉獻性的工作。但我的胃--內部的小宇宙,泛上來的卻是卡夫卡借《飢餓藝術家》之口說出的話:"因爲我找不到適合自己口味的食物。假如我找到這樣的食物,請相信,我不會這樣驚動視聽,並像你和大家一樣,吃得飽飽的。"

這是飢餓藝術家最後的幾句話,他還要繼續餓下去。
